Ioana Costant

Director

International Student and Scholar Services

Ioana Costant is director of International Student and Scholar Services, effective June 1, 2020. Since 2016, Costant has served as the assistant director of ISSS overseeing employment-based immigration services. She advises international faculty, scholars, and the campus community and handles complex employment-based nonimmigrant and immigrant petitions. Costant previously worked at Kenan-Flagler Business School where she developed best practice guidelines for faculty recruitments.

Prior to joining UNC-Chapel Hill, Costant was a staff attorney at AYUDA in Washington, D.C., before entering private practice as an immigration attorney in New York City. She also worked as an International Scholar Advisor at the University of Washington, where she handled employment-based immigration cases.

Costant holds a law degree from Indiana University School of Law, a Master of Science in psychology from Maastricht University in The Netherlands, and has undergraduate degrees in psychology and communication studies from UNC-Chapel Hill. She has lived in the U.S., Brazil, Columbia, The Netherlands, and Belgium, is fluent in English and Dutch, and has language skills in Spanish and Portuguese.
